Dossier: Past Russian recipients include: Ludmilla Alekseeva, Arseny Roginsky, Aleksei Simonov, Mara Polyakov, and Anna Politkovskaya…Kichanova’s presenter, Judy Shelton, serves on the editorial board of the Cato Journal.  The Cato Institute has been one of the NED’s harshest critics in the past…The likes of John McCain and Hillary Clinton have presented awards in the past…Washington Post Blog ran an interview with her.  Susannah Jacob (the blogger) appears to be a college student from the University of Texas.  She also appears to have no background with Russian politics.

Threat Level: Close to zero.  Kichanova basically documented her funded trip on her social networking pages.  Photographs of her proudly visiting media groups that were originally created by the CIA makes her impotent in any legitimate movement.  Best bet for her backers is that she gets arrested.  Bigger questions are why would the Cato Institute be involved with a NED supported activist and why would The Washington Post use a college student to interview a Russian activist?
